TOURNAMENT RULES AND REGULATIONS FOR YEAR 2008
RESERVED ENTRIES CLOSE FEBRUARY 4, 2008
NORTH and SOUTH SECTIONALS are separate and distinct tournaments.
YOU MAY BOWL IN ONE, OR BOTH SECTIONALS. The prizelist will be based on entries received for each sectional.
The ILLINOIS BA STATE TOURNAMENT is certified by the United States Bowling Congress and as such will be governed by their rules and regulations. Only members of the USBC are eligible to compete, but any eligible non-member may purchase an associate membership for $20.00, for which USBC will issue an associate membership card. We reserve the exclusive right to make any rule or issue any opinion not covered by the USBC and this judgment will be final, unless an appeal made to the USBC.
USBC MEMBERSHIP CARD: EACH BOWLER IS RESPONSIBLE FOR HAVING A VALID USBC CARD, AND CHECKS WILL BE MADE TO ENSURE THIS. A BOWLER FOUND NOT HAVING A VALID USBC CARD, ALL FEES ARE FORFEITED. ALSO, EACH BOWLER’S I.D. # MUST BE LISTED ON THE ENTRY, AS WE USE IT FOR VALIDITY AND AVERAGE.
A CURRENT ILLINOIS RESIDENT who purchased an USBC membership in another state would not have to pay an additional membership fee.
NON-RESIDENTS to be eligible must establish membership in a local association in Illinois at least 30 days prior to the date they would be competing in any event of the Illinois USBC B.A. State Tournament.
MULTIPLE PARTICIPATION allowed in the five-person event only. Not more than three (3) players on the same team can place more than once in the prize list. In regular All-Events, the first five-person team score is used.
NEW: Emergency situation, i.e., if a bowlers partner does not show ,
a bowler who had already bowled doubles, may sub for that absent bowler doubles only, with permission of the tournament office.
NOT MORE THAN TWO (2) PROFESSIONALS may compete on a five-person team, and only one on a two-person team.
SUBSTITUTIONS ALLOWED. If needed after the entry blank mailed, please arrive early, for the tournament personnel to make the changes.
LATE ARRIVAL. A bowler arriving late will be permitted to bowl, but the score will start in the frame in which bowlers on that pair of lanes are in. No score allowed for frames missed. Teams or individuals that do not appear as scheduled forfeit their entry, unless management finds another opening.
NO UNREASONABLE DELAY in the progress of any game shall be allowed. Any bowler or team refusing to proceed with the game after being directed to do so by proper authorities, may be given a zero for the appropriate frame(s); or such game or series may be declared forfeited.
WE ADHERE TO THE ONE LANE COURTESY RULE, AND BEING READY TO BOWL WHEN IT IS YOUR TURN TO BOWL.
RE-RATE AND REPORTING OF $600 PRIZE MONEY. It is each bowler's responsibility to comply with USBC Rules. Failure to comply could result in forfeit of tournament fees and prize winnings, and a possible suspension initiation. If re-rate applies, send data with the entry form.
E-Z CHECK IN PROCEDURE.
An alphabetical list will be posted outside
the tournament office. Bowlers find their name and lane
assignment, then report to their lanes on time, unless change needed.
AUTOMATIC SCORE MACHINES will be used. Bowlers should certify their score as being correct with the transition of posting scores to the recap sheet. This will be the only opportunity for correction, as scores will be erased. It is the bowler’s option if wishes to sign the recap sheet.
LOST GAME OR FRAME(S) within a game that is irretrievably lost in the scoring process may be re-bowled with approval of management. The decision of management shall be final unless an appeal is made to USBC.
LANE DRESSING will be what each establishment normally provides, and must be in accordance with USBC rules. LANES STRIPPED AND DRESSED AFTER SECOND SQUAD OF EACH TOURNAMENT DATE.
SQUAD ORGANIZER will receive $25.00 for every four (4) five-person team they enter. IT IS REQUESTED THAT YOU DEDUCT YOUR FEE WHEN SENDING IN YOUR ENTRIES.
HANDICAP will be based on a “team” concept, i.e., 90% from 3300 in the five person, 1320 in two person and 660 in one person, using each bowler's highest sanctioned USBC average (i.e., men, women or youth) for 21 or more games during the 2006-07 season. A bowler with no qualifying average for the 2006-07 season, the current USBC average for 21 or more games at time of bowling first event of tournament will be used. 2007 summer USBC league averages of at least 21 games, accepted only if the bowler has no other acceptable average. If not qualified via above, the bowler must bowl scratch (220).
UNSANCTIONED LEAGUE AVERAGE. Any entrant having a higher unsanctioned league average for the 2006-07 season, which is higher than the USBC sanctioned average, must report it prior to bowling for possible re-rating. Failure to comply may result in disqualification.
ABC SPORT LEAGUE AVERAGE: A bowler with only an
“USBC Sport
league average”, the USBC Sport League average adjustment chart will be
used. However, such bowler must send their highest non-sport sanctioned
league average of at least 21 games, for their two most recent bowling
seasons with this entry, for possible re-rate.
TEN PIN RULE requires that if a bowler's current average (at least 21
games) at the time of bowling the first event of this 2008 tournament, is ten or more pins higher, that higher **average must be used, and for the remainder of the tournament, unless re-rated.
AVERAGES are subject to verification. Averages will be shown on the recap sheets and it will be the responsibility of each bowler to verify the accuracy of the average shown. Any failure to use the proper average or make correction prior to the completion of the first game of a series, shall be cause for disqualification of the score, if the submitted average is lower than the actual average; or the prize will be based on the submitted average if it is higher, as it cannot be lowered.
UNCERTAIN OF AN AVERAGE? DO NOT DELAY YOUR ENTRY. YOU MAY MAKE THE AVERAGE CORRECTION AT THE TOURNAMENT SITE.
AVERAGE VERIFICATION required for scores w/handicap of: Five-person 3350 or higher; Two person: 1425 or higher; One person: 775 or higher.
AVERAGE AND HANDICAP adjustments not made in the tournament
office will be made by office personnel or scorekeepers in the pit area.
EACH SECTIONAL PRIZE LIST is based on the handicap score, with a ratio of at least one prize for each five entries in the five, two and one person events; and one prize for each twenty entries in the All-Events.
OPTIONAL SCRATCH PRIZE LIST: For each event a bowler is entered in the regular tournament, a bowler can enter the optional scratch events with an additional payment of $5.00 per person, per event. Five person team total $25.00; two singles, one double pair, total $20.00, (must enter both); and all-events total $5.00 (all events based on six games, using single and double scores). All optional scratch money will be used for the optional scratch prize list. The prize ratio will be the same as the regular prize list. Scores qualify for both scratch and handicap divisions.
AWARDS. The Illlinois USBC B.A. provides, from expenses, an appropriate award to the first place winners (scratch and handicap) of each regular Sectional event. Additionally, both regular tournament sectionals actual scratch All-Events winner shall receive a paid entry for the 2008 USBC Masters tournament. No additional awards for the optional scratch events.
